Amadores Beach Rules and Fines: What Is Banned and What It Costs

Smoking, your own parasol, ball games, dogs, shore fishing, fires, hawkers and swimming under a red flag — what the Mogán beach ordinance actually prohibits, and the fine behind each rule.

In short: Playa de Amadores is a municipal beach in the town of Mogán, so the town council's beach ordinance applies to it in full. Most of what a visitor does wrong — smoking on the sand, a ball game near the water, letting the dog loose at the water's edge — is a minor offence carrying a fine of up to €450. Camping, pitching a tent, a see-through parasol with more than one leg, fishing from the sand, a barbecue, washing with soap in the showers, or swimming while the red flag is up are serious offences: €451 to €900. Taking a boat closer than 200 metres to the shore, or bringing a jet ski in over the beach instead of a marked channel, is very serious: €901 to €1,800. The council's own warning to beach-goers is to "avoid fines of up to €1,800".

The short version

Amadores is not a private or a hotel beach. It is one of the 22 beaches along Mogán's 16 km of coastline, and the single ordinance that governs all of them — the Ordenanza Municipal de uso y aprovechamiento de las Playas del litoral de Mogán — applies here. The current text was given definitive approval in the Boletín Oficial de la Provincia de Las Palmas, no. 136, of 11 November 2022.

What follows is that ordinance rendered into plain English for a visitor. Every fine is quoted from article 46, which sets three bands: minor (leve) up to €450, serious (grave) €451–€900, and very serious (muy grave) €901–€1,800. Each rule below names the article it comes from, so any line of it can be checked against the source PDF linked at the end of the page.

What is banned at Amadores, and what a fine costs

Amadores is a Blue Flag beach with a full seasonal rescue service, so the rules you are most likely to meet in practice are the smoking, hygiene, animal and games ones. The table gives the rule, what it means on the sand, and the band the ordinance puts it in.

Rule (ordinance article) What it means on the beach Band and fine
Smoking (art. 13; art. 45.A.6) Smoking is prohibited throughout the municipality's beaches. Dropping a cigarette end on the sand is treated far more harshly than lighting up (see the last row). Minor — up to €450
Ball, paddle and similar games (art. 36; art. 45.A.5) Banned on the shore, in the bathing water and around the seasonal installations, except in areas the council marks out for them. A game that causes nuisance or harm to others is the offence. Minor — up to €450
Loud music and sound devices (art. 32; art. 45.A.3) Speaker or instrument is fine until its volume causes nuisance to other beach users; then it is an offence. Minor — up to €450
Dogs and other animals (art. 19, art. 22; art. 45.A.2) No animal may stay on the beach or in the bathing zones. Guide dogs, rescue and assistance dogs, and police dogs are expressly allowed. The owner must remove the animal at once. Minor — up to €450
Tents, camping and non-see-through or multi-legged parasols (art. 29; art. 45.B.6) Pitching a tent or camping of any duration is prohibited all year, at any hour. Only single-point parasols that are fully see-through at the sides are allowed. A windbreak is allowed only if it is no bigger and no taller than an umbrella. Serious — €451–€900
Fishing from the shore (art. 23; art. 45.B.3) Fishing from the sand is prohibited. It is allowed only from the breakwaters, at least 50 m from the shore and only when no one is using the beach. Serious — €451–€900
Vehicles on the sand (art. 27, art. 28; art. 45.B.5) Parking or driving any vehicle on the sand is prohibited. Emergency, security and municipal service vehicles are exempt. Serious — €451–€900
Fires, barbecues and gas stoves (art. 31; art. 45.B.7) Making a fire on the coast, or using a barbecue, stove or gas bottle to do so, is prohibited — except at fiestas or events with prior council authorisation. Serious — €451–€900
Washing with soap or cleaning products (art. 17.b; art. 45.B.9) Washing in the sea, on the beach, in the showers or at the foot-showers with any personal-hygiene or cleaning product is prohibited, as is fouling the sea or the sand. Serious — €451–€900
Hawkers, massage, tattoos and similar paid services (art. 39; art. 45.B.16) Selling goods, offering massages, tattoos, boat or float rental, or sand figures requires authorisation. Begging on the coastline is prohibited (minor, art. 45.A.10). Serious — €451–€900
Bathing under a red flag (art. 42.3.c; art. 45.B.10) Swimming is prohibited when the red flag is flying — the flag that signals a serious risk to life or health. Serious — €451–€900
Boats and jet skis near the shore (art. 35; art. 45.C.4 and 45.C.9) No boat may come within 200 m of the coast, and a jet ski may enter or leave only through a marked channel — never over the bathing beach. Very serious — €901–€1,800
Cigarette ends on the sand (art. 45.C.8) Throwing cigarette ends onto the beach sand is a very serious offence, not a minor one — worth knowing if you smoke. Very serious — €901–€1,800

Your own umbrella, chair and shade

The rule that catches most people is about shade. Camping and tents are banned outright — any duration, all year, at any hour (art. 29) — but bringing your own umbrella is allowed. What is not allowed is a parasol that is not fully see-through at the sides, or one held up by more than one leg: the ordinance requires a parasol to be "totally diaphanous in its sides and to have only one point of support" (art. 29). A windbreak may be used only if it is no larger and no taller than an umbrella. Breaking that rule is a serious offence, €451–€900.

There is also a weather rule worth knowing. When gusts of wind get up, the beach watch service may order every umbrella on the beach closed, and may order the removal of any umbrella or chair that has rusted (art. 9).

Sunbeds and booking

The sunbeds (hamacas) and parasols you rent on the sand are operated by the municipal company Mogán Gestión Municipal, S.L. (CIF B35745843), which is wholly owned by the town council and also provides the beach rescue service. The council's beach service publishes a booking route — "Reserve your day at the beach" — on its beaches page.

On the price, the honest answer is that the council's published list of public prices for 2025 sets the rate per beach, and Playa de Amadores is not on that list. On the neighbouring Mogán beaches that are listed, a single sunbed and a parasol are each €3.50 per unit, per day (Playa de Puerto Rico and Playa de Mogán, for example; a double sunbed at Playa de Mogán is €20.00). Because Amadores is not in the 2025 list, the rate here is set on the beach — check the price where you rent, and treat any figure you read elsewhere as unconfirmed.

Who enforces it, and how

The rules are watched by uniformed municipal beach staff, attached to the council's beaches department, and by the local police. The police may seize and hold any item occupying the public beach — an unattended sunbed, a tent, a stall — and the owner can be charged the cost of its removal and storage (art. 41). Beach staff may also simply tell you to stop what you are doing (art. 4).

Two further points. Bathing between sunset and sunrise is discouraged across the municipality, and anyone who ignores that does so at their own risk (art. 43) — it is a recommendation, not a fine. And there is no separate Amadores rulebook: the same ordinance covers Puerto Rico, Mogán, Taurito and the rest of the coast, so the rules on this page hold for the neighbouring beaches too.

What the flags mean and how to read them is covered in detail on our Amadores sea conditions and swimming safety page.

Practical etiquette

The site's existing beach guidance carries two rules as bullets, and they are worth repeating here now that the legal backing is clear. First, no smoking anywhere on the sand — this is the ordinance's article 13, and remember that a discarded butt on the sand is a very serious offence. Second, no ball games or loud music: the site's short version says "before 6:00 PM", but that cut-off is not in the ordinance. The ordinance bans ball, paddle and similar games in the shore and bathing zone at any time (art. 36), and restricts music only when its volume disturbs others (art. 32). Either way, reading a game as a nuisance is what triggers the fine.

Beyond those, keep the beach clean. Put waste in the containers and bins provided, bag your rubbish, and leave nothing behind — the cleanliness rules are articles 11, 12 and 13, and they carry fines of their own. Our sustainable tourism and conservation guide goes into recycling on the beach in more detail.
